Amends the Cannabis Control Act. Provides that when a person has been diagnosed by a physician as having a debilitating medical condition, the person and the person's primary caregiver may be issued a registry identification card by the Department of Public Health that permits the person or the person's primary caregiver to legally possess no more than 12 cannabis plants and 2.5 ounces of usable cannabis which must be grown in an indoor locked facility. Creates the School Health Center Act. Requires the Department of Human Services to initiate 20 new school health centers in elementary and high schools that include the distribution of contraceptives and condoms and gives referrals for abortions along with other beneficial health services. Oppose

- HB 115 HPV Vaccination Policy Requires that, beginning with the 2008-2009 school year, the parent or legal guardian of a female child entering the sixth grade for the first time must submit a statement signed by a physician to the effect that the parent or guardian received information on the connection between HPV and cervical cancer and verifying that the child received the HPV vaccine or that the parent or guardian, having received the information, elected not to have the child receive the HPV vaccine and that the child did not receive the HPV vaccine. - HB 642 UMBILICAL CORD BLOOD DONATIONS Provides that the Department of Public Health shall prepare and distribute to health and maternal care providers written publications containing standardized, objective information about umbilical cord blood banking that is sufficient to allow a pregnant woman to make an informed decision about whether to participate in a public or private umbilical cord blood banking program. - HB 1727 INTERNET SCREENING LIBRARIES Creates the Internet Screening in Public Libraries Act. Provides that each public library must have a technology protection measure to prevent the display on a public computer of any visual depictions that are obscene, child pornography, or harmful to minors. - HB 1826 CIVIL LAW-TECH Provides that 2 persons may form a civil union if they: are not related by adoption or blood in any manner that would bar a civil union; are not in another civil union or marriage with any other living person; and are not under 18 years of age. Amends the Illinois Marriage and Dissolution of Marriage Act and the Illinois Human Rights Act to add references to civil unions. Oppose
